Using org-class, instead of the symbol holidays to denote all holidays, could there be a set of holidays that could be skipped denoted by another symbol?

Good idea. From latest git head, you can now use
* Task
<%%(org-class 2012 1 1 2013 12 12 2 "New Year's Day")>
To skip task on the New Year's Day.
