Not if everything was done correctly, check http://www.csszengarden.com/ for an example.

In fact, if you are careful about how you write your CSS and Markup, you could probably target chrome with all the css bells and whistles and Lynx in the same stylesheet!

I think Greg is referring more to CSS 3, rather then HTML 5.  But I could be wrong!
