Confirmed on master.

Recipe:

1. Create the following org file:

* test
:PROPERTIES:
:CUSTOM_ID: testasd
:END:

<<targetasd>>

2. Put point at the target
3. org-store-link
4. org-insert-link
5. The inserted link is pointing to the custom ID
[[#testasd][file:/tmp/4.org::targetasd]]
